Chocolate. It always works best for everyone. Make sure you get decently priced but not too expesive chocolates, with a good mix of things.
I can't say what chocolate would be best (despite the fact that I'm a chocolatier) and different places have different brands and such, and we make our own chocolate and candy in the store.
But some good ideas would be to get boxes of chocolates that have a mix of things, and have a decent price so people don't think you're cheap or anything.
I'm assuming that you are talking about other staff members, because it seems sort of pointless giving gifts to clients unless you know them outside of the business environment.
If the staff don't like chocolate, then you could always try making a christmas dinner date. You don't have to pay for everyone, but make the plans for a staff dinner. Or if you're a decent cook or have the money for a caterer, have a little get-together somewhere rather than at a restaurant.

At a former business, the advertising department purchased special gift baskets from local merchants for their largest clients during the holiday season. The baskets contained local specialties and small gift certificates for local restaurants/businesses. Costs ranged from about $50 to $200 per basket, and depended on the amount of business done with us (bear in mind, I'm not certain what type of business you are doing, but even the customers who received the $50 baskets were doing well over $1,000 in business with us each year.
As gifts from others, we received specialty cookie/snack trays from delis, or something that could be easily shared in our office.

My boss always writes us a letter thanking us for the hard work and in with the letter there is a gift token.
The time he took to say thank you in his writing makes me feel extra special and to me worth more than the token..

Nothing personal. Meaning nothing that goes close to the skin (perfume, jewelry, clothing, etc.). Gift cards are a great option.

Gifts are very culture and country specific. Please specify where you are from. (Insome cultures buying clothes for a woman if you are NOT related is considered an insult, and buying jewelery for justr a colleague or client not acceptable etc.)
