it really depends on your body frame and body composition. for example, if you have a small frame and the 130 lbs is mostly muscle, then you are proportionate. but, if you have a small frame, but the 130 lbs is made up of mostly fat, then you are overweight.
likewise goes for the big frame. big frame, mostly muscle, then i would consider that skinny. big frame, mostly fat, then that is proportionate. people with big frames can gain more weight because when they jump on a scale, it is their bone density that is making the scale move up.
metabolism also comes into play. you would usually know if you have a high metabolism or not depending on the natural frequency of your bowel movement. in this case, "natural" means for you to not take laxatives or eat spoiled food.

It depends on how much body fat you have, how much muscle you have and the type of frame you have. Not knowing those facts though, I'd say you're average weight for your height. Doctors, of course, would want to throw your height into the 110-120 lb. category, but you can't always go by that kind of stuff.

You are not overweight. I don't know if you are proportionate without more details. As long as your body fat is below 30% and your waist measurement is below 32 inches, you are fine. HTH : )

If you are worried about add more weight then start walking, cycling and swimming. I DONT think you need to lose weight just try not to add more.
