My first question is about speed limits and turning right on a red "when children are present" I am about to take my licence test so I need to know. Do these two rules (speed limit and turning right on red) apply ONLY before and after school or from school hours like 8:00am to 3:00pm?? Is it only when you actually SEE children? And also do you stop at a blind intersection or just slow down to 15 MPH? (There is NO sign stating what to do) If there is another car who has the right away?

Honestly it depends on what the sign states, "when children are present" means when children are visible on sidewalks, bikes, road, not while they are on the playground. Signs for this are usualy 20mph. for unmarked intersections yeild to car that has the right away (right side or there first) but you do not have to stop.

When the sign says "when children are present", the speed limit is 25mph. If there is a school bus you must stop until the driver says so,or the red lights on the bus stop flashing. You can turn right on a red only after you have stopped and it is safe for all around you to do so. There is no time limit on both these rules. It is always safest to stop and look if you cant see where there might be another car coming at you. Right of way means the car to the right of you has the"right-o-way".

Depends on the state. In California, you can only go 25 mph when children are present in a school zone, meaning when children are visible. You can turn right on a red anytime when it is safe and only after you've stopped. At a blind intersection its 15 mph or you stop for the major street when there is traffic.

Basically, you can go the speed posted except when children are visible in school zones and blind intersections and you can turn right on a red if safe and after you stop.
