Call the cops, but there probably won't be much they can do for you. Have you Googled the numbers? Sometimes this will give you some info on who owns the lines, or at least what area they are coming from. My 1st suggestion is to always keep your doors and windows locked when you are home alone. My 2nd suggestion is to change your number, it isn't that hard to do, give your friends your new number first. My 3rd suggestion is to get mace and keep it on your key-chain in case whoever the harasser is confronts you. Have your mace ready to spray when you are walking at night or are alone. My 3rd suggestion, if you are really scared that the person will be coming after you, is to move to a new place. If you ever find out who the person is, get a restraining order on them.

I'd ask to talk to the person in charge and politely explain that you can't donate at this time, and have been explaining this on a daily basis to whoever had called that day. Then sternly tell him or her that the phone calls are starting to feel harassing and you'd appreciate it if they'd stop. Remember you get more when you speak kindly, then when your rude.

Ok. First, the Do Not Call list does not apply to charities (Red Cross) or surveys (like Nielson), only to telemarketers (someone selling something)
If you keep saying no, they will stop. If you keep saying later, why should they? They have a live one.
Like was earlier said, the Red Cross doesn't normally do that.

Because they are a non-profit organization they can call you even if you are on the no call list. Tell them firmly you want to be taken off their list. When they call again ask for a supervisor and tell them you will not donate and to be taken off the list. It is possible that you are on multiple copies of lists so just because you are taken off one doesn't mean everyone will get that memo. Tell them every time to take you off. Playing games and hanging up will not be as effective.

Register with Do Not Call registry. It stops calls, except for political ones, for 5 years. The site also provides tips on how to stop harassing calls.

Explain you can't donate right now and they can call you in 6 mos. I would question if it's really red cross because they don't usually persist!

Tell them you have change your affiliation from (red cross) to (red crescent).
Regarding donation? The best thing to do is to give when you have nothing to give. (find this out)

If you asked to be put on THEIR do not call list, they should not be calling you anymore. Hanging up on telemarketers does not make them stop. I know - I used to be one. Tell them one more time to be put on their do not call list, and then if they call again, report them to the BBB or FCC,....something!!
