it happens when your body has a clashing of hot and cold temperatures.

If something gives me the chills, I shiver and get goosebumps. It might not be constant, though. Of if you get the flu you get the chills which is constant shivering and pain while having a high temperature.

it means they like the idea of "the chills," and overexaggerate every feeling they have inside of them.
