I wouldn't suggest you to flirt anybody because if you flirt someone then be ready that someonce else will flirt you. Flirting is only to play with the emotions of others and I think its very wrong attitude. We flirt and enjoy but we are flirted then we feel sorrow? So be serious and dont think like this.

You should hang out in places where you can meet people. Participate in clubs at school. If you have a job, make friends with people you work with. You can always meet someone at the movies or the shopping mall too. When you find someone you are interested with someone, be direct and tell that person you like them.
