According to the highway code....flashing your headlights is a warning to other road users of your presence.....it is supposed to be used as an alternative warning to the horn on a car. Flashing lights to encourage others to come out of juctions, through gaps, to go first etc is very dangerous if the signal is read incorrectly by the wrong road user you are trying to send a message to....it is simply safer to stop and hold back to let people out or through gaps. Warning other drivers of police ahead is an offence.

Officially it means nothing other than "I'm here".

Unofficially it could mean any of the following:

They know you and are saying "hello"

You are using the wrong lights for the situation (main beam that is blinding oncoming traffic, fog lamps when it is not foggy, no dipped beam when it is dark, or foggy, or raining heavily, or snowing)

You have a lamp not working

You have incorrectly adjusted headlamps that are blinding oncoming traffic (most modern cars in Europe have a switch inside so you can adjust the headlamps if you are carrying rear passengers and/or luggage)

Your headlamps are blinding oncoming traffic for another reason (e.g. LHD headlamps in a RHD country - maybe because you are on holiday and failed to fit beam deflectors, or maybe because the factory fitted the wrong headlamps to your car).

You have obstructed their passage (maybe you were overtaking another vehicle, and the oncoming car had to brake to avoid a collision with you)

You have done something else to upset the other driver

You are speeding and there is a speed trap ahead

You are speeding, and they hope that by making you think there is a speed trap ahead that you will slow down

There is an obstruction ahead and you should prepare to stop

If they are behind you, you may be impeding their progress (e.g. you are in an overtaking lane, such as the middle lane on a motorway, but are not overtaking anything, or you are doing 20mph in 40mph zone).

Officially it does not mean anything. You will not find this signal anywhere in the highway code.It has been adopted by drivers as a warning sign which you could interpret as many things.A warning that police, speed cameras are ahead. It is also used as a "come on " signal, and also a "put your lights on" signal.Just think of all the times you use it and of all the different meanings.

Well...when you do it legally...it means to proceed with caution there is a problem like an accident or animals in the road or something like that. A lot of people flash their lights when a police officer has a speed trap set up for speeders! Sometimes if you have your brights on an oncoming car will flash theirs to get you to turn yours off...even though you are not supposed to .

It can mean one of two things
1> That your lights are not on and they should be or
2) That there is a cop on the road up ahead and that you should slow down
Number 2 is the most likely reason
