It depends on the dog's quality of shelter, coat and diet. And how much water they have available. If a dog doesn't have an adequate supply of water in cold weather, they will freeze to death.
A Shepherd can live outside in most weather conditions, provided they have become used to it gradually. You can't take an inside dog and expect them to be comfortable outside for prolonged periods when the temp is below freezing. They need time to develop a thick undercoat to insulate them.
They also need a shelter to protect them from wind and wet. A wet dog is a cold dog.
An outside dog needs more nutrition than an inside dog in cold weather. Simply keeping warm requires calories.
The coldest temperature they can resist? The coldest it has been here was minus 25 Farenheit, with 50 mile an hour winds. My inside Shepherds played outside in this weather. For about 5 minutes. Then they wanted IN!

Depends on what they are aclamated to.
An outside dog living in Alaska will do just fine at -30-40 deg below zero, but an inside dog from Arazona could be in trouble at + 30 deg

I don't know but I had one male that preferred sleeping outside in the snow, instead of sleeping in his Igloo doghouse, and there were times when the chill factor was 70 degrees below zero Fahrenheit, and I would see him curled up out there in the snow, and I would go out worried that he was frozen to death out there, only to see him jump up as soon as he saw me coming. He wasn't a longcoated dog, just an average coat length GSD, yet he always would sleep right out in the wind in the coldest weather, instead of in his Igloo (which was in an area of his kennel run that was out of the wind.) The actual temperatures at these times when the wind chill was 70 below were usually right around 20 degrees below zero fahrenheit.

I don't know what the coldest temp is but I do know that my shepard is an outside dog and he refuses to stay in his house unles it gets to -30.

20 below .but not forever
and not instantly they must devellop more down fur ,which they do if they live in Canada for example
