when a latin noun ends in -ex (lex, meaning law), what declension is that noun apart of?

3rd declension - the stem changes, though, so it would not have the same form in any other case but the nominative singular.

rex, regis, regi, regem, rege...etc
lex, legis...

Third declension- consonental stems. Also, -ex would be singular nominative or dative case.
