I currently have faded Fudge Blue Velvet mixed with Blue Hawaii(an) flashes on the sides and back.
My natural hair colour is dark brown, I have hazel (a la Gerard Way) eyes and am quite pale with thick dark eyebrows.
Any help muchly appreciated.

go with either a dark royal blue or a light pastel matte blue.
but with your the darker royal blue sounds like it would be more flattering for your features

Go with a really dark blue.
