Well lubricated ball bearings. That's also the reason why it makes the noise it does when it's spinning.

It is possible to create items that keep a reasonable amount of their kinetic energy through fairly simple mechanisms. This is an example of one of them. However, every rouulette wheel eventualy stops.

It's sitting very level and on a well oiled bearing.. Every once in a while the dealer gives it a little shove to keep 'er going..
