Pound for pound the strongest and for most well rounded I would need to go with the Country Boy Matt Hughes That's just my opinion.

Chuck is the best. He constantly fights with the highest odds against him and hasn't even gone to the second round in most of his wins. Matt Hughes is one of the best in the world, but think about what Chuck brings to the UFC. A lot of fans don't like Hughes and want to see him dethroned by losing to GSP, which I think he will. If he trounces GSP in the first round, I might change my opinion. Anderson Silva looked impressive in his win over Franklin, but we'll see what the future holds for that division, which is one of UFC's deepest. Anyone who answered this question with a heavyweight is flat wrong - go and watch Pride and see how Sylvia would stack up.

Matt Hughes seems to be the most comfortable in his ground fighting and he's shown definite prowess as a standing game fighter, and he trains pretty hard alongside his team, and he's got phenominal strength.
but he's got some competition by the guys in the other weight classes so I don't think that I could accurately say that HE's the best fighter.

Matt Hughes is. All his opponents have been considered world class, and he destroyed them! BJ penn found that out the hard way. Pft! the prodigy. of what! getting your face smashed in! LOL! funny stuff. so, yeah...Matt Hughes is. Then Chuck, then Silvia. BTW Rich Franklin never had a chance.
