I'm not an expert in linguistic, but if you try to separate the word into two part , "proced" and "ure"
It makes sense if it means :
A list of actions which have to be taken in sequence, that you may not "proceed" to next action before you finished one.

when a procedure is carried out in means that someone does something that is planned.
so, for example, a procedure to see if you have a throat infection could be to look inside your mouth and check the glands in your neck. so a procedure helps someone find something out or do something.
