There is no best art. What you are describing is a system that will increase your chances of getting into street fights. If you are in a street fight, avoid takedowns. You are unlikely to be in a 1 on 1. If you take the fight to the ground, 1 of his friends is likely to kick the crap out of you.

My step father is a 4th degree blackbelt in Ishiin-Ryu Karate and he also took a slightly modified version of Wing-Chun from a guy named Lenny, who actually ended up committing suicide. My stepfather and my mom are now separated by I can tell you that he was large, black, and angry at all times and was undefeated in bareknuckle competitions on the streets. I've seen him in mutliple fights and accompanied him to court multiple times for beating people up.
The sad part is that you can train for years and years in some forms of martial arts and you will still be inable to defend yourself on the streets. I highly recommend keeping a positive SELF-DEFENSIVE attitude at all times, and I think your best bet is to be 1 step ahead of an opponent. Whether it means carrying a weapon in order to incapacitate your opponent or not, it doesnt matter. Just stay ahead of the offender. Neurological development, strong concentration and things like this are extremely useful in street confrontations and all the mechanical techniques come next.
What is the best "type" of art to use on the streets? Well that would be to HAVE NO ART, and to defend yourself by any means necessary.

Martial arts aren't for street fights!
But,...
Muay Thai is awesome. Jiujitsu rocks too. Wrestling/Judo helps too.
