small piece of steel chipped off a steel rod hit by a sledgehammer. i can see light ....barely

I could probably answer you but I don't know what YOU mean by "busted". If you mean ruptured, then no. If you mean pierced it depends on what part of the eye is involved and how deep the penetration.

depending on the size of the piece of metal that hit your eye if it was a small piece and yes you Willl be able to see out of it.

On the other hand if the piece was large and no you wil not see out of it again unless you get an eye transplant and if it was work related accident you can get Workman's comp. and remember the next time someone asks you to put on your safety glasses do it or you will go blind forever in both eyes

Have you seen an Opthalmologist about this?

IF infact your globe has been "busted" there are alot of factors involved as to whether you have lost the sight permanently or not.

If you mean ruptured, no. The eye is a very sensitive organ and will not regenerate, it will only scar if the remaining tissues survive and do not have to be removed.
