start with +44 and remove the zero from the start of the number ie +447784369999

Do you have a "roaming" agreement with the country you're in? (Roaming = allowing calls to & from different countries). Maybe the ringing tone was different - are you actually getting through & not giving the person time to reply? Try conversing via Web instead.

The strange tone might be the UK ring, if you are not familiar with it. Otherwise, we'd need to know the first few digits you dialed to see if you did it right.
