Oh yeah!
I love it when people are so willing to ask questions and search for answers to all the right questions! This is great...you're doing the right research.
First of all, what are you expecting from your bird?
I don't care how small or how big the bird is, they need love, attention and training. You have to decide where your "Budgerigar" is going to fit into your family. What I mean is, where is his "room" going to be? Out with everyone else would be great. He must be considered a part of the family flock, and it's up to you to make him feel at home. They are very family oriented and you have to include him in everything. It's so much fun when you have this little guy hanging with the family and being part of the crowd. Do some research about "Budgerigars". Look at their dietary requirements, their social needs, and their abilities.

This ought to get you started.
Oh, another thing. Please think about adopting one. There are tons of Budgies that need a good home and they are so deserving. If you need direction, please contact me.
Read, read, read! Learn a lot and then learn some more.
You are entering an amazing world and you will be amazed at what your Budgie will teach you if you learn how to take care of him, train him, and love him.
If you need any assistance, please don't hesitate to contact me.
Congratulations on your decision, whatever it may be.

if you get a male, they are EXTREMELY talkative. they can learn to say words. Mine said "love you", "hey baby" (his first words), and "beeee beeee" (that's how I woke my daughter in the morning and he started saying it too. It was so cute.
This is some of the things my parakeet did. He was allowed to fly around in my room but knew to go back in his cage at night to sleep. If you do let him be out of the cage, take special precautions at night because they can and will get spooked once in a while and start flying around, the problem there is they really can't see in the dark so I always left a night light on.
Another thing is they LOVE dropping things on the floor and they LOVE shiny things. Mine used to go to my dresser and get my rings and take them to his cage. Either they'd end up at the bottom of the cage or on the floor. They just LOVE the whole dropping stuff on the floor thing.
They love love love toys, especially with bells. they run around jingling those bells all day long. I got a huge laugh when an ex-boyfriend was watching my bird then said "why is he kicking everything?" I burst out laughing, it just tickled me. Of course I explained that he was actually playing with this toys.
My bird was very well behaved and trainable. I trained him not to squak in the early morning so he usually played quietly with his toys until I woke up. He also didn't fly out of my room.
Let me think what else. Parakeets are VERY personable and have HUGE personalities. If they don't have a mate, they'll latch on to you, you'll be their best bud. At first they're weary, but if you put your hand in the cage everyday and often, he'll start getting familiar with you really quick. Then you can start putting your finger out for him to perch on it. At first he'll be like I don't think so, but he'll get used to it and soon he'll be on your head! mine loved doing that and then hanging upsidedown from my hair and look at my eye. He also liked playing with my eyelashes. OH and he would preen me. Preening is when they clean their feathers.
I never had my parakeets wings clipped but that is an option. It's usually just cutting the long feathers at the end of the wings. This is something you have to do often because the feathers grow back.
Um, the bad side is they molt and leave feathers all over....AND if he has access to outside of the cage, he'll love dropping his own seeds on the floor just to hear the sound...so there's seed EVERYWHERE. My bird passed away several months ago and I'm STILL finding seeds!! LOL
I hope that helps. parakeets are quite the character! they are so funny and fun. If I can think of anything else I'll add more.
OH, I forgot, they have to have a mirror, just have to. they are very vain and talk endlessly with themselves and kiss themselves. Yes, very vain!

the component approximately parakeets, is they're social, and in case you have purely one, you greater useful be arranged to work together with it. in case you purely savor listening to them communicate, having 2 is appropriate, they have one yet another. I actually have a cockatiel, and that they are wonderful pets. whilst they say hand feed, they're relating the way the fowl became stated, allot of touching and feeding to get it used to the texture of hands, and persons. a private breeder is your ultimate guess. merely using fact they're hand fed would not propose they are going to be appropriate pets, however value greater. i discovered that once my fowl became skittish, i might placed the cage on my lap, and merely placed my hand in it, this became with one parakeet. then you definately how you're able to lead them to step up on your finger. Like I stated, in case you like a chum, only one parakeet, despite the fact that it will be unfair to him in case you regulate into bored in her or him and that they are on my own. good luck, and in case you do be certain to undertake them out, ensure they get good residences. When you get one spend a hour or two with it so it can get use to you and its surroundings. Female parakeets are very stubborn with other females so keep an eye out for them.

If you can buy one that is hand tame. If you can't do that have them clip the bird's wings. It makes it easier to tame one.
Go to a website about parakeets or buy a book about them. They can make excellent pets
