I believe that the state of California did not send me my 2004 tax refund, is there a website where I can look this up?

The first thing that you must be clear on is whether you are looking for a Federal refund from the IRS or a California refund from the FTB. The following link will give you an answer to the later:

You may find that the state of California kept you refund to pay some sort of debt you owe. In the last couple of years they have gotten heavily into the collection business for other government agencies. Parking and traffic tickets are the most frequent that I see refunds going to.
