1) Incorporate local customs. I don't know of any off the top of my head, but ask a local hotel/restauarant for help
2) Get a wedding planner based in Jamiaca. It will make things go MUCH SMOOTHER for everyone. Especially since you don't know the customs and requirements, having someone to handle the little details would be nice.
3) About the dress--get something free form. Keep looking and when you find it, you'll know it!
4) About the family--where are you all staying? Don't feel obligated to make THEM feel special too. You are already spending a lot of money, and just spending time with them should be enough.

Ask the resort where you are getting married about putting some kind of welcome thing in their rooms...anything from flip flops for the beach or shells to some kind of local thing. Include a note to say "Thank you for coming to our special day...we'll see you soon!" Maybe you could put that in a bottle... :)
Btw...you can flip flop notepads, invites etc; The Knot has those to help you. Ebay is a wonderful thing too...order far in advance If you do a search on ebay on "beach wedding" it will bring up everything from kinds of dresses to favours for you (I put a couple of things you may like below)
For your dress, nothing with a train. And no high heels if it is on a beach. When you go wedding shopping tell them that it is for a small beach wedding and they will steer you in the right direction. A nice light material like chiffon is better than a heavy satin for weather AND for wrinkles.
Oh...ask the hotel if they have a steamer you can use for your dress too.
