I just bought an old Western electric rotary phone and im behind a Siemens HiPath 4050 phone network.. I need to dial 9 to get out, but I dont think the network can recognize the pulse dialing... Any way to get this to work?

The phone does work, I just cant get it out from behind the PBX...

Get something that records (a little memo recorder or something) and record the touch-tone sound that a 9 makes (on a touch-tone phone, record the sound make when you press a 9)

Take the rotary phone off of the hook and playback the 9 tone into the microphone to dial.

Or, find a pocket device that sends touch-tone sounds through the phones microphone. They used to be quite popular and are probably available for pretty cheap on eBay.
I have one that Radio Shack used to sell. It has a keypad on the front and a padded speaker on the back to hold against the microphone.

If you have a particular number to dial, you can record the whole number starting with the 9 and play it back.

There are usually programmable settings for tone or pulse. I am not familiar with the Siemens but have you checked their website? Are you getting dial tone but just can't break it? Are you sure the phone works?

Most likely you will need to have some one come out and and swap a card or change the programing of your extension. Course it may not be compatible with that particular keysystem. Best bet look up the capablities of that keysystem at their website.
