Absolutely. It's all about tax revenue. They do their best to make smokers social outcasts yet allow the sale of tobacco to people. It's hypocrisy on a massive scale and quite in keeping with how this government works. Banning tobacco would be a great boon to the nations health physically, but would cause problems for everyone - including those who never smoked - because the government would get their money by taxing other things. Then tobacco would be the preserve of the criminal, like prohibition in 1920's America. All in all, not a good idea to ban tobacco. It will probably be phased out eventually - many, many years from now.

Yes, all combustion processes do. In College, we did a test to measure the amount of CO from a lit cigarette. We drew smoke through a stain indicator tube. We couldn't get a reading because all the other crap in the smoke turned the tube brown.
