hmm thats difficult the reason you have that problem is caused by a problem called polycysytic ovary syndrome and it is linked to a hormonal imbalance and an increase of the male hormone androgen my advice to you is to consult your GP about this he /she might prescribe you the prostergone pill there are creams availaible that not neccesarly stops it but controls it like vaniqua which is avaiable on prescription.
Also waxing hair removal creams tweezering and electrolysis are temprorary methods not permanent.
For permanent removal you need laser hair removal expensive but classed as a permanent method to stop facial hair because the laser burns the follicle pore where the hair grows preventing hair growth what you need to do is to see a private consultant about this .

I don't think its possible to halt facial hair growth but you could try lazer or other treatments like: stubble stop.
Even if you did opt for lazer, the hair may not be totally eliminated, but may grow back finer. Therefore more diffucut to see by the naked eye.
With stubble stop, the hair is not eliminated but slows the growth of hair. However stubble stop is mainly aimed at males. For women I would opt for lazer or something similar.

go and see your doctor who can prescribe you some tablets that will sort out an imbalance of hormones, which is probably the cause for facial hair in the first place

Have it waxed or sugared off and the growth diminishes or laser hair removal which works quicker
if, as a female, you have excess hair it would be worth getting your testosterone levels checked out though

You can not stop them growing for definate but their are ways of slowing the process. Ask around and look at chemist for bleaching creams which are just as good
