Whenever people bother you like this, assume nothing. We humans "contact" or connect with each other in many different ways. It's one of the main things we do. There has been contact between you and them. . . with them staring at you and then you noticing them staring, and all that you are feeling about it. So, enrichen the contact, or not, with an approach and conversation. They may be friendly and you have gained something. They may also be hostile and rude. In that case, they have lost something . . .your friendship. Walk away and ignore such people as though they were yesterday's bowel movements.

Tell him to quit looking at you and that it is making you feel uncomfortable
tell him that it is annoying and rude to stare and if he continues tell the teacher in charge and see if you or him can be moved away from each other

for starts, don't think that he/she may like you, you don't know them. They may not even be staring at you, they may be looking beyond you.Have you made eye contact?Plus, if you have been mean to him/her, then they may be thinking of talking to you about it.What you could do is confront him/her and ask POLITELY why he/she is staring at you, and don't sound possessed.Maybe you remind him/her of someone.

Is it someone of the opposite sex? It may be their way of trying to get to know you. Just ask them!! Make sure you aren't alone with them of course. No point winding up in their cellar.

Flip 'em off. Nah, just kidding! Though I would probably do that... Just ask them to stop, and if they don't, THEN flip them off!

They may like you. If you don't like it, tell them to stop. If they don't go to your teacher/professor.
