I believe your German Shepherd has to be well over a year before he can have a shock collar. It also depends on the shock collar, because some shock collars are close to being inhumane. Be careful. You should ask you vet if you dog is showing signs of depression, irritation, or pain after placing the shock collar on his neck.

Not only are shock collars painful, but they lower the immune system in an animal receiving the shock, making them more vulnerable to illness, and some will continue shocking the dog wearing it, even though it is ‘hearing’ another dog’s bark. Try a citronella or sound emitting collar, since the animal needs to be distracted. Dogs bark because of boredom, so the surest way to stop them from excessive barking is to give them a lot of exercise and attention.

The dog is barking for a reason. try a squirt bottle of water..is the dog/puppy outside all day? he needs play and exercise...and a firm "NO"..when he barks. training is the key here, go to" pets are us", or another place that has a trainer, and get some advice from them. or look up "the dog whisper", he has a food dvd/video out..that may help.
and by the way, if they call the cops, there is nothing they can do about it. so long as it's not in the quiet hours. check your city for the regulations for times that they have a noise regulation. barking dogs are not agaist the law just annoying! you just don't want to get on the bad side of your neighbors. but it's best to get your puppy trained..oh, and socializing your dog helps too..with people and other dogs..Good Luck! Shock collars cause pain...do not use them. If your dogs are out during the day for only short periods of time, then your neighbours have no case against you and the cops won't do anything...but if your dogs are outside dogs and left unattended through the day and night, then the barking IS your fault...you should not leave dogs outside all the time.
Thanks for the additional details...yeah, your neighbours are just crazy, your dogs don't need to be punished!

I had one of those once for my dog, I thought I would set it on max. The dog barked and then started howling. I was getting bit trying to get the thing off her. Ever sense then I think they are cruel, how would you like to be shocked everytime you spoke. She only barked anyway when riding in the back of the pickup. If it is during the day the neigbors have no reason to complain.

A co-worker of mine recently had to give up her puppy because of his barking and the complaints from neighbours. Here in Ontario it's called "noise pollution" and the police can force you to get rid of your dog if the complaints persist.
If you want to stop barking dogs, you must first understand why your dog is barking. Dogs bark for a lot of reasons, including frustration, loneliness, and separation anxiety. Anxious barking can be stopped by giving the dog a toy or bone to chew on; stop dogs with a healthy distraction. Frustrated dogs may bark because they want to chase something outside or play with another dog. It's harder to stop dogs that seem to bark just to hear themselves. You may help this by moving them to a room where they can't see whatever is frustrating them.

I like your later addendum to your story,go for it egg the bastard, he or they should not be able to tell you how to raise your dogs. and I found that if you try to use a shock collar the dog will learn, but at what cost,He or She could get an infection from it due to burns the dog may receive from the contacts on the collar,also you will have to shave spots on his neck if it has really thick fur,and how far are you willing to go just to please your neighbor.
Treat your dog right take them for training and you may avoid all of these problems and have well behaved dogs in the end.

I believe he can be any age and also I have never had sucess with the collar. Dont buy it its a waste of money trust me. If they are telling you they are going to call the police you should talk to them about it or keep him inside. Also you should take him somewhere where he can get it all out like a dogpark or somewhere where no ones around.

A dog should be trained on how to eat, walk with you, not to bark, potty training and sleep on its place etc. You can teach anything to your puppy, dogs get trained easily with some good instructions. If you want some good training tips visit https://tr.im/epOKw
If properly trained, they should also understand whistle and gesture equivalents for all the relevant commands, e.g. short whistle or finger raised sit, long whistle or flat hand lay down, and so on.
It's important that they also get gestures and whistles as voice may not be sufficient over long distances and under certain circumstances.
