Depends on the state. Some states, like Arizona, allow you to open carry without a permit. You only need a permit to carry a concealed weapon.

State to state differences.
In Connecticut, if you are patient to the time of about 3 months, have a clean record, and can spend a little less than $200 - it's not hard at all.

As A CCW holder in PA I can tell you It varies from state to state & county to county. http://www.packing.org is the best site on the net for info on this issue they have all the facts for the states & territories. While in PA its not that hard. Accross the river in NJ, it's nearly immpossible for example. The regs vary widely as well.

as long as you are not a felon it is easy they do a back ground check and there is a class you have to take to get the permit.
