Control Panel> Add/Remove Program> Click the Set Progam Default> Choose Opera. There should be an option in the browser itself though

Open Opera after installation, select 'Edit' > 'Preferences' or 'Tools' > 'Options' (haven't used it in a little while) and you'll find an option to make it the default browser. Tick the box and it will check every time you open it that it is the default browser.
