the source comes from Leviticus 19:27 but many Hasidic Jews ( a sub group of Orthodox) have developed a custom never to cut their sideburns at all. As a result they can grow quite long.

They were commanded by G-d not to glean the corners of their fields, or to shave the sides of their heads. By leaving the corners of their fields for the poor, the orphan & the widow; it gave them the chance to practice charity.
When they don't shave the corners of their heads, it's a physical reminder to be charitable.
