Does reporting help weed out those who continually insult, disappear and reappear with another ID? Should not their IP origin be marked and denied after investigation.
This is not to deny opinion and belief, but to get rid of those who curse and ridicule. This is not a chat room. But, I wish there was one, where people from Y&A could go...

Yeah, I know that IP tracking is not good enough. Maybe, someone could create a group and invite those who can be trusted to not violate one another, and then be trusted to invite even more. How about that?

A simple solution that is nondraconian and would almost completely eliminate trolls, would be to require they invest time in the site before they can start asking or answering questions.
I've suggested this to Y!A a couple of times, and was told they want to keep the site easy to use for someone who just wants to pop in and ask a question.
IP blocking is only marginally effective, since most people do not have permanent IPs, and since a lot of people have shared IPs.

It's better to examine a question on its merits, and if it is worth answering, to answer it - but if you feel that the person is just trying to be a pai, don't answer. People like to be noticed, and if they are rewarded by what they do, they will repeat.
For instance, if I get a note from someone saying my answer was helpful to them, that's a high for me, and will encourage me to keep answering.
If my "thing" were to get people's goat, and every time I put a silly question just to annoy, people answered, expressing their annoyance, then I would probably just give up.
Another idea would be to respond perfectly seriously, as if it were a serious question - that could do one of two things: make them give up in idsgust, or make them start taking themselves seriously, so they would change their attitude.
