Ok the only reason they wouldn't work on it was cause it is Midas and it is illegal to not have a catalytic converter. Take it back to the dealership and tell them you need a catalytic converter that they need to get put on. Now the catalytic converter will muffle the sound for you some and if you wanna put on the mufflers that is up to you. It is only illegal because it doesn't have the catalytic converter the mufflers don't matter. A catalytic converter will run around $100 bucks or less and you can get good mufflers for $40 a piece. Then there is the labor. Look more for a small mom and pop place they won't care about not having the catalytic converter.

Two things.
First, go back to the dealership and tell them what you were told by Midas. Give them the chance to make good.
If satisfactory results are not worked out between you and the dealership,
1. Consult with an attorney.A leaky exhaust system, causes large amounts of carbon dioxide to enter the auto, and can be deadly.
Auto dealerships have one goal, and that is to sell cars. Most are reputable and are great to work with, but some may leave a lot to be desired.
2. Contact the better business bureau, and the consumer protection agency. File complaints, and I am sure you will get results and getting your money back on the deal is not out of the question.
Note: In response to jared from subway.
The buyer is not obligated to have a vehicle inspected prior to purchase and not doing so does not give the dealership free reign in jerking the buyer around.
Your rude comment about other answers being stupid just shows what an arrogant a.s.s you are.

I don't think the dealership is liable if you bought the car "As-is" however if you call and complain enough, you may get some help. Honey catches more flies so be nice however be persistent. The squeaky wheel gets the grease. If they refuse to help, stand out in front of the dealership (off their property though) on the weekend (their busiest times) with huge LEMON signs and tell everyone you can that they sell illegal cars. They will probably fix it just to shut you up and not lose sales.

Why would u want to change it, my husband pays alot of money to make his Mustang and Camaro sound loud. Anyways you might have to go to a privately owned mechanic shop because when my husband tried install the pipes he went to a place like Midas and they said they couldn't because it was illegal. Call around or do as the others say and see if the dealership can do it.

Wow I see a lot of ignorant answers here :-). Bring this to the dealers attention and ask them to help you out at their garage, whether on site or off. It is hard to know the pollution controls functionality or existence on so many cars and this happens, but if you bring it to their attention they will help. Don't threaten anyone because they can stick it on you since you did not have the vehicle inspected before the sale This is an easy thing to fix, and does not cost a fortune. Good Luck!

The dealer told you it needed work and you accepted that, so yes they could sell it to you.
Next time tell the seller you want to have an independent report done before you buy, they'll point out all the problems straight away

I would take the car back to the dealer and make them fix it. Is it under warranty? Tell them that it's the law that the car be up to smog and state guidelines which it falls short of and make them do the repairs or call the local state automotive repairs department.

The first thing you should do is see if the automobile agency will refund your money. If they will not, you should contact a consumer protection agency.
This site gives information on how to contact a consumer protection agency in each of the states.
