That IS Russian, a bit incorrectly transliterated,but there is a VERY VERY BAD word in the phrase. I'll even dare to type it properly, I never use such words, but many people do, both when they are outraged or are in high moods. Intonation changes.It is DOLBOYEBY with the third syllable stressed. Some kind of d..kheads. WHERE ARE YOU, D..kheads?!(sorry:)

Most likely the first word is not "vo" but "vi". Then "vi gde" means "where are you", "dalboiobi" is not a very good word and has no direct translation into English. It would refer to people who are (plural) really stupid, like dumbf***s.
