Hi there...consider using river stones/rocks (1"-2" http://www.landscapecentre.com/river_rock.htm. for photo) , which are bigger than gravel and marbles and safer from accidental ingestion as well as too heavy to lift for the cats.

Many people believe mothballs work and although they do, however they are considered very TOXIC so it's best to avoid these.

Here's more information on this:

MOTHBALLS are toxic to cats which contains the ingredient Naphthalene. Mothballs are approximately twice as toxic as paradichlorobenzene, and cats are especially sensitive to naphthalene. Signs of ingestion of naphthalene mothballs include emesis, weakness, lethargy, brown-colored mucous membranes and collapses. Paradichlorobenzene mothballs may cause GI upset, ataxia, disorientation, and depression. Elevations in liver serum biochemical values may occur within 72 hours of indigestion.

One method that often works to discourage a cat from doing that, is to put small rocks or marbles in the plant pot on top of the dirt, so the cat can't dig into the dirt without having to deal with the rocks or marbles first! Cats like to dig in substances that are soft and easy to dig, they dont like to have to dig through rocks or marbles!

Put a litter tray down somewhere and make sure the kitten uses it instead of the indoor plants!

You can try putting down some of that green rubber mulch in the pots. They don't like the smell of rubber. I haven't seen it being sold in other than those yard size bags though.
