The Red Cross can get an emergency message to him, but as far as I know they cannot get you his address. That isn't what they are there for. If you know his unit, you can contact the Rear Detachment commander. These are the soldiers that stay behind to take care of everything on the homefront. They will know the address to mail him letters/packages.

However, if it is an emergency, the American Red Cross can get a message to him. You will need to know his unit to tell them, though, so that they can get in contact with his chain of command. If you have a true, life or death emergency, this is the best way to get in touch with him.

First question has to be WHY would you want to find this person?

The authorities would know how to find any service personnel. If you can convince them as to WHY you want to find this person they will help you.
