If they are found guilty of breaking the law in a court of law and sentenced to prison, then yes.
There are many laws that people break which we might disagree with i.e. possession of drugs, but usually unless you are a multiple repeat offender you wouldn't be sentenced to prison for it. So I must say that if the sentence is prison, then there must be a reason.

In my belief no, but in Wichita Falls, Texas as long as you are a law enforcement officer or a relative of one you can commit murder and flee from the scene and receive only 60 days in jail, 30 days rehabilitation and a 10 year probation. Yet someone who has had their civil rights violated by an officer who has on several occasion been to drug rehabilitation can lose a large portion of his life in prison on lies told by that officer, even when the officers story is inconsistent with his own paper work. And as noted in the local paper complaints against an officer are not recorded unless the officer is disciplined. One officer was relieved of duty because of the attention it drew to the city of Wichita Falls, Texas. Had it not drawn attention from a local paper the incident would have been swept under the rug to avoid embarrassment to our local government. After all, what is one human life compared to the illustrious local government.

There are lots of reasons to send someone to prison, I would say possession of an illegal substance; DWI more than once; murder and so on...
