It is the name of a southern Spanish city (and province). The "dash" is an accent which in this case means you should stress the syllable containing it (MAlaga).
The origin of the word is in dispute, but the favored theory is that it's a word from a Semitic root "*m-l-k" (how you put the vowels in there is a long story.) That root has to do "reining over," and may have been associated with the goddess Astarte - this gal was from the Near East.
