Traditionally the wedding band goes first, this is because hundreds of years ago when people got married there was no such thing as an engagement ring. So now basically what would is on the day you get married you would move your engagement ring to your right hand so that your husband is placing the wedding band on your bare finger. Then you would move it back after. Although I don't think it really matters much anymore.

One interpretation states that the woman wears the wedding ring below the engagement ring, thus making it closer to the heart. Another practice holds that the woman should wear the wedding ring above the engagement ring, thus sealing the atmosphere of the engagement into the marriage. Still others prefer that the wedding ring should be worn alone. Further, modern ring sets in the United States are often marketed as a three-piece set, including the man's wedding band, the woman's engagement ring, and a slender band that is mounted to the engagement ring before the wedding, converting it into a single, permanent wedding ring.

You do not wear your engagement ring down the aisle. So the wedding band is on the bottom and the engagement ring goes on the top.

There's no right or wrong way to the order in which you wear the rings. It's usually a matter of your preference. - Just look at the variety of answers on you have received.
I have heard that the fourth finger on your left hand is supposed to be a direct link to your heart, thus you wear your wedding band first.
Anyway, here's what I found on the net:

Band first, then engagement ring. The band is supposed to be closest to your heart (although I like your idea... "locking" it all to your heart) :o)
