i live in edinburgh in scotland. i haven't reported it stolen yet, i've just been too busy. will i get fined for not telling the pssport office sooner?
what should i do?

I don't think you will fined, but be prepared for some serious questions about the matter.

You aren't required to report it missing, though I can't understand why you wouldn't want to. If you want to travel outside your country of residence, you'll soon need it almost everywhere; the latest rules governing travel have just made it so that even countries that used to accept a birth certificate and local ID from Brits and Americans now begin asking for passports and you WILL be screened for one upon reentry into your own country of origin. This should go into effect in January of 2007. Good luck, the TSA and Federal Police should be a lot of fun if you show up without one...

If you're an American living in Scotland, you need to get to the embassy ASAP to report yours stolen and get a temp. visa. Otherwise you can end up in a lot of hot water.

You could end up in a lot of hot water. Report it stolen today. Apply for a new one ASAP.
