I want to start small with a generally static site that I update regularly. I want to eventually if the site becomes popular enough start things like forums and maybe web chat and I realize I'll need a lot for that. Now however I want something that is free and is user friendly to novices but preferably can handle an intermediate level as well.

Try AceHTML's products or NetFusion - things like that.

Even though they are not free on a permanent basis, I would recommend downloading the monthly free trial of Dreamweaver from Adobe.com and FrontPage from Microsoft.com (Although FrontPage is going to be replaced once Vista is released) so you can get a really good feel for complete web design packages.

I would also recommend visiting forums like webdeveloperforum and developerfusionforum and asking for ideas on there too, the forums deal with a lot of queries from both experienced and inexperienced designers.

For some HTML practice exercises, if you feel up to giving it a go yourself, try www.echoecho.com or www.w3schools.com

For artistic inspiration try Adobe's Site of the Week, the CSS Zen Garden or Alistapart.com although these are for more experienced designers, they are great for ideas.

Hello, If you would like to have a professonal design then use http://www.adobe.com/products/dreamweaver/ it is what the top website developers use to make really good designed/quality sites. Adobe also has some other good tools for webiste development.

When making graphics for your site I have found this tool to be the best http://www.gimp.org/ . It is free and it can rival adobe photoshop which runs for about $600.00.

I also recommend you join a forum for website development like

As information on languages and stuff on webdesign I would go to http://www.htmlgoodies.com or http://www.webdeveloper.com/

There is always good open source software being released at http://sourceforge.net/ I would check there before I buy anything to see if there is a free verison of what you want.

Use notepad. Get on webmonkey.com they'll teach you the basics.

Alternativly use microsofts visual webdeveloper express.

Totally free and is used by basic and advanced developers alike. Its like a baby visual studio.
