I want to know where is the censor in the Illinois traffic light that let the computer know that there is a car that enter the turn left lane and will turn on the turn left light when it is time for green

well you have three options
1 a magnetic switch in the ground (not pressure switch) senses the metal from the underside of you car
2.if you live in an area where they use cameras they are controlled by a computer that records traffic activity and program the signal accurately
3. some large city's use light sensors that's why u see the round White light on some emergency vehicles and the sensor is usual located in the middle of the red light bulb

I don't know the exact situation, but is probably a pressure switch under the asphalt in the road.
