Over at Arlington, there was an exhibit dedicated to soldiers killed in Iraq, and people left coins there as well. I am not certain of the significance.
The suggestion that it is their year of birth (or death) makes sense at least. If they are state quarters, it could represent the home state of someone on the wall. Best guesses.

I noticed this when I visited, perhaps it is the year the person died, or emphasisng the cost of human life.

I don't know I would like to know though.
