I'm looking for a 3D model of the larynx (including its tissues and cartilages) for free online. Are there any websites that offer this?

You can use polymer clay. It comes in white as well as many other colors. It bakes in the oven at a very low temperature (usually 275-325 degrees) and a short time (usually about 20 min.) and is plastic-like after baking. You can make an armature using tin foil, and cover that in the clay to cut costs. Some brands are Sculpey, SculpeyIII, Kato, Premo, and Cernit. I suggest Premo or Sculpey III for a beginner.
