Yes - that is why "The Wire" films in Baltimore with a good deal of Baltimore talent. HBO renewed "The Wire" for a 5th Season. The theme for the 4th Season is how the educational system is to blame for pushing youth towards a life of drugs and violence.

The Wire very realistically captures certain aspects of Baltimore life for certain people. If you were to drive through Baltimore you'd see a city ripe with revitalization but merely blocks from some of the roughest neighborhoods in America. Thats not to say that everyone in Baltimore either slings, robs people, or is a cop.

When it comes to the kids, just like they say in the show there are "corner kids" and there are "stoop kids". My mom taught in the city for 10 years and she said most of them were there to learn, despite the economic problems, lack of parental support, etc that many kids faced. There are, of course, kids that are bad and fit the profile of "corner kids" but they don't represent the student body as a whole. That being said there are alot of administrative problems with Baltimore's schools, but thats a topic for another discussion.

Parts of the city are really shameful. But like any other state, the counties are better except of project communities.

The school system isn't too popular and I don't think I'd send my children to public schools. If I had no choice, I'd take an extra interest in their development at home. I would not solely depend on the school system for my children's education.
