As everyone has noted, a proctologist or a general surgeon. A proctoscopy is usual before proceding with a hemorrhoidectomy, and if you are over 50 (or younger if have a familial history of colon cancer), a colonoscopy would also be in order. Depending, an all-in-one exam done under IV anesthesia is in order (and insurance usually picks this one up).
The majority of hemorrhoids are internal, and rarely cause trouble. It's the external and especially the internal-external ones that cause itching.

A proctologist. But if there is no proctologist in your area, you can consult a general surgeon. They are also fully qualified to treat hemorrhoids.
