Get out there and talk to the chefs(i am one myself) give out small samples and let your product sell itself dont use stupid gimmicks or out dates sales methods.
If the chefs like it they will buy it if it is made easy for them
MOST CHEFS RATHER BUY FROM SMALLER SUPPLIERS THAN THE BIG GUYS

You first would need to get your kitchen inspected from your local health department. The requirements differ in each state and it usually isn't easy. Especially if it is the same kitchen that you use for yourself and/or family. You would also need to check to see if an local business licenses would be required and get those. As far as getting the restuarants/deli's business. You would have to market yourself & your product to them really well. Sample trays of what you would offer for the owner/management to sample. Offer so many for free so the customers could sample also. And don't let them forget about you. If they say "maybe later" then come back later. Locally owned would be the better places to start. Most chains would probably not be intersted.

You need a license from the Health Dept. This also requires a TB test, and you need to take classes. Then, you need to have an approved state kitchen which is quite costly. If you want to make extra money selling cakes, start with donating cakes when you go to different functions and have business cards with your name and tele. no. on it. Many people will sell wedding cakes out of their homes, and make a good living. Have pictures to show.

make some fliers up with prices, pictures, etc. Then distribute. Call around or go into the shops you want to sell at and pitch to them.
