That's a Dutch name, from the border area of the Dutch provinces Gelderland, Utrecht and Zuid-Holland, especially around the villages Beusichem and Buren.
There are currently 81 people listed under (Van) Muiswinkel in the Dutch phone book.

the "van" suggests Dutch or Africaans. Could also be Belgian. Or former Dutch colonies
Of course it means the origins. The owner might have moved just about anywhere
