Two that I know of are the Naugatuck Valley Railroad and the Essex Steam Railroad. Both are in Connecticut.

The NVRR operates diesel locomotives. The Essex trains you to operate a steam locomotive.

It is in either Oroville or Portola, California. I'll try to get back with more info.

Addendum: The Great Western Rail Museum in Portola, California, allows for visitors to operate an old switch engine, diesel electric. They charge for this, but I am not sure of the price or the time of the year they are operating.
