If you are due a refund that information will be listed on your 1040. If it is on your 1040 that the IRS owes you a refund you can go to www.irs.gov and click the Where's My Refund link and you can give your personal information and the system will give you a status on your refund.

If you filed a return, you can check the status of it on the IRS website:
https://sa1.www4.irs.gov/irfof/lang/en/irfofgetstatus.jsp

If you haven't file a return, but are wondering in general, there are a few things we would need to know to answer this question.

have you worked?
have you received tax forms from your employer?
are you a united states citizen, and did you work in the US?
