Would it be because you are a little heavy, or he just really wants to have sex or what other reason could their be? ( Hygiene is not something I am worried about. I have good hygiene)

He's probably selfish - he want's his pleasure, but doesn't want to give you yours. You're weight has NOTHING to do with it (if he's attacted enough to you to let you go down on him, your weight isn't a factor - hell, he probably LIKES heavy girls, and that's why he's dealing with you in the first place!!!)
Here's a suggestion - offer to let him go all the way with you (with him using a condom, of course!), BUT he has to go down on you first.. and, if he doesn't go down on you, he not only doesn't get to go all the way, but you won't be going down on him anymore.
He'll have to choose ..and I'd bet he'll go down on you.
After that, from now on, make a new rule - if you go down on him and/or he gets to go all the way with you, he has to go down on you FIRST.

SHAME ON YOU! It is your obligation as a woman to go down on your man! I go down on mine every time we have sex. Have you asked him about this? It may depend on how you are down there as far as being shaved etc. ASK HIM!!!! If you can't ask him, you shouldn't be having sex with him.
