Lots of people take their dogs trick or treating with them. I myself am taking my puppy when we take the kids. As long as it's not an aggressive dog, I'm sure it's fine!

No, it is not illegal. It's no different than taking your dog for a walk. The dog must have a leash on though. Or do you mean take the dog as the trick-or-treater and not just with? I still don't think that's illegal, but it would be best to have a human trick-or-treater with.

I've taken my dog out in the past, with no problem. I don't know enough facts about where you live and the circumstances to tell you. As long as it's leashed, I don't see the problem. Although I "don't know" this to be fact in your area.

Keep the dog on the leash, don't feed him any candy and have fun. It is not illegal.

If your chihuahua is up to date on tags and shots there is no problem unless you think she may bite someone. You should also have her on leash in case she gets scared and bols on you.
