Are there one set of rules for the different shooting sports or are the rules set by individual clubs? Also, on the BB guns what type of gun are they supposed to use.

The National Rifle Association is the governing body for all shooting sports in the United States. Even the rules utilized by the Amateur Trapshooting Association fall under the purview of the NRA. The NRA rules also set the dimensions and types of firearms and accessories for these competitions. See link below.

The ATA (Amateur Trapshooting Association) establishes the rules for American style trap. The NSSA (National Skeet Shooting Association) establishes the rules for American style skeet shooting. The NSCA (National Sporting Clays Association) establishes the rules for sporting clays competition in the United States. The ATA, NSSA, and NSCA are completely independent of the NRA. The NRA has a black-powder shotgun program and in the past was involved with international style (Olympic style) trap and skeet. The NRA does set the rules for most rifle and pistol competitions in the United States.

very much the first option. every shooting competition has its own rules. sometimes you are limited only in the distance and sizes of the target, sometimes in the calibre of the weapon (eg all olympic pistol shooting sports are done with .22 guns) sometimes the external size of the gun matters (eg the pistol has to fit inside a box of a certain size). then there are open competitions where almost anything goes.
I think the oldest shooting competition was in Bisley in England, where rifles are shot on a distance of 1 british mile (1640 metres)

As to BB guns I think you mean 4,5 mm/.117 air rifles and pistols. I never competed in those, but SFAIK in olympic competitions the limit is on the callibre and maximum barrel length, also all optical aids must be worn by the shooter

Find out which organisation sponsors the shooting event, then check their rules. They might differ significantly.

In Australia the barrel length for semi-auto's is a minimum of 120mm (around 5") For revolvers its 100mm (around 4"). Also the max mag capacity is 10 bullets. Further their are calibre restrictions as well as storage and licensing legislations.
