It may be hard to get the papers on the dog. If your stepdaughter never registered the dog, then you will probably not be able to get them. Chances are the pup was not registered to start with. Why does the stpedaughter not have the papers for the dog?

Even if you locate the registration papers there is no way he can be registered in your name without proper transfer(s) from the origional owners of record. Also even if you find out he has registration papers you will not be able to receive a duplicate copy only the owner of record will be able to do so.

Without info such as fathers/mothers reg, name it will be next to impossible to track them down even if the dog did have papers.

Go to her veterinarian. That's how I got the papers for my dog when I got her.

You can start by calling the AKC or CKC (I don't know where you live). They will give you the information about how to proceed.

The american Kennel Club would be the place to check.
